Errors persist after CMOS battery replacement

I am running Windows Vista on an HP G60-243DX Notebook PC (no longer needed by my mother-in-law).

The CMOS battery was bad, so I replaced it and reset the computer clock, enabling automatic time updates.

I also conducted a factory reset.

 

When I try to browse the internet, I keep getting this error:
   "There is a problem with this website's security certificate," 

Some sites show this error:
   "Internet Explorer cannot display the webpage."

 

After this, I temporarily disabled two security settings: "Check for publisher's certificate revocation" and "Check for server certificate revocation."

I downloaded the free AVG antivirus program, and when I attempted to install it, the installation process died partway through with this error:
   "This file was blocked because it does not have a valid digital signature that verifies its publisher." 
I imported AVG's certificate information, but that did not resolve this error.

 

Is there a setting that I need to change after installing a new CMOS battery?
If not, what am I doing wrong?

Is windows Vista fully updated?

Even if Internet Explorer 9 was fully updated to Vistas April 2017 EOL (which is unlikely after a factory reset, since Microsofts update servers no longer support Vista - not that Windows Update functioned properly on Vista for years prior to that), it is not a browser that you should be trying to use. I could not recommend using Vista for web browsing at all these days, but the best of the well-known browsers old enough to work on Vista was Firefox 52.9.0. Here is a link to their ftp server where you could download an offline installer of Firefox 52.9.0 x86 after first selecting a specific language such as en-US:

If there is no functional browser on this Notebook (which is likely after a factory restore), then download the installer file to a working system and use removable media to move it to the Notebook for installation. Be advised that 64-bit versions of Firefox never supported Vista, so you would have to use this 32-bit version even if you are running Vista x64. It does not require Platform Update or any other Windows updates that you may lack. I believe this browser will be free of the troubles you have encountered.

Regarding AVG antivirus, you might not be aware that Avast/AVG ended support for Vista in November 2018. I could point you toward download links for a legacy version of Avast if you want, but would have to search around for equivalent AVG 18.8 official links. In those days, Avast system requirements called for SP2, which you may or may not have depending on your factory image. If you need SP2, it can still be found at Microsoft Update Catalog.

If that started after replacing the battery, did you try manually setting the date? If it's too far off, automatic time setting fill fail with the same security error.

Do the same errors occur when you use the Firefox ESR v52.9.0 browser recommended <above> by Abzyx?

 

The IE9 browser built in to Vista will not connect to most secure (https) websites now because this browser only supports outdated and insecure SSL and TLS 1.0 connection protocols (see image of IE9 advanced settings below).  By default, Firefox ESR v52.9.0 (the legacy Firefox version for Win XP and Vista) supports newer TLS 1.1 and 1.2 protocols.  See buddy boy's Problem with Vista Using Any Web Browser in the VistaForums for further hints.

 

If you do decide to use Firefox ESR v52.9.0 I would also recommend installing a reputable ad blocker extension like Adblock Plus for Firefox that is still compatible with FF 52 and higher.
