where is it possible to buy a domain name that has already been registered so when you make a whois search on it, it displays the old "created date"?

Why would you want to do that ?

 

However there are any number of agencies who pre-register domains then put them up for sale, just google for 'pre-registered domains'

It's better to buy a new domain name for your start-up business. If you want to buy a pre-registered domain name it would cost much I think.

How is it possible to track domain names that are nearing the end of their renewal period and people did not renew them in time?

Youd want to focus on the expiration date not the created date.
