No recommendations, but the first thing you really want to study is your legal liability if pervs and rapists get on your website and someone gets hurt.

As well as above : Data security and liability.
You need millions and investors to even start. how to make secure data bases is place to start.
Professional Website builders as well. There is no shortcuts.

Millions? I think that's a huge exaggeration. Thousands, tens of thousands for a good site, perhaps. Millions? I doubt it.
