What are your purposes for starting an app? This is highly dependent upon the intended audience and functionality/content, etc. Ideally, you will develop for both if the app comes in the form of a website. Most frameworks these days support a responsive design such that you will be able to account for both desktop and mobile visits. Your web app will behave differently depending upon the constraints set  by whichever platform the end-user is visiting from; this way, you can reach a wider audience without having to create a duplicate of your application.

Well, this depends mainly on your business,industry, and target market. However, with growing usage 0of smartphones users now find apps more handy. On this topic I read quite and information blog. You can check it out too maybe you will find a worthy piece of information.
