Looking for offline map software for a laptop, not smartphone.

Hello,

 

Can someone recommend me a decent software for a PC (laptop) that can be used as a map (like Google Earth or Open Street Map), but offline? Preferably something that runs on Linux or via WINE. Raster/satellite photos would be preferred over vector graphics, and there should be an ability to zoom in/out so I can view the actual terrain. Finally, an external GPS device could be attached to the laptop, and the software should show my current location (car tracking). I need the map data for the European Union. If the rest of the world is included, that's OK, but I don't need it.

 

Any recommendations? Yes, it has to be a PC, not a smartphone. Linux is preferred.
