So why use OpenGL when the AMD Radeon™ RX 560 drivers are more powerful ?
Problem is the Video Card. It is 7yrs old. RX 560 is a mid-range graphics card by AMD, launched on April 18th, 2017
Modern Systems can use The on-board chip and then as needed it moves to both card and chip to just the card.
I see nothing though that your requirements to use it would be to much for it.

and there is in Page Middle a link for Downloads to latest Intel Drivers.
OpenGL is meant to run in conjunction with the Main Card.
I did notice that one site not the two listed had Support for Win 10 only.
Make sure BIOS is up to date if did not do so before updating to Win 11.
