Reboot loop and Android recovery

My girlfriend has a Motorola Moto E that just went into a reboot loop and Android recovery screen. She would like to get all her photos and videos off the phone. I'm hoping they all auto backed up to the google photos cloud.

Is there any other way to get the photos and videos off if for some reason they didn't auto upload to the cloud?

On the recovery screen is has this message:

Just to update

 

Not really sure how, but we got it actually load up after choosing the reset option numerous times. I think she was actually able to save all her photos and videos too. Then we did a factory reset to see how long it keeps going.
