Assuming you already have a computer - laptop or desktop - regardless of its specification it will certainly run some games, possibly only simpler or older games. If you want to run new cutting edge games then look at the system requirements for the games you might want to play and take it from there. Do not go by the minimum requirements for any game, consider at least the recommended requirements.

Thanks for your suggestion. I want to play latest games like Red Dead Redemption 2, Grand Theft Auto V, but I'm not sure what specs RAM, Graphic Card, Storage and Processor I need it to run these games. I'm happy to spend good money on pc.

For these two games, using a 1080p display, aiming at a somewhat reasonable budget but with reasonably good gaming specifications, looking at the minimum hardware:
Intel Core i5 of last three generations
16 GB RAM minimum
1 TB NVMe drive
RTX 3060 or 4060

Yes, I want to build it by myself, but what is your suggestion? Do I buy prebuilt, or should I build it? To be honest i want to build by own. I want to capture that moments ohh this is my first PC. My friend is living in London, and he suggested a website https://vibox.co.uk/custom-pc-builder they are offering a custom pc builder. I tried to place the order but I don't have such internal information. If you know another website please let me know as well and help me to sort out the internal components selection part. I have been researching gaming PCs for the last few weeks. Some of them even suggest a gaming console. I have seen on social about water cooler, please tell me about it as well.

Water cooling or often referred to as an AIO (All in One) really isn't needed for most builds.
An air cooled CPU is cheaper and often just as effective.
Going with a high tier CPU then yes liquid cooling is recommended.

For the cooling, especially if you go with a larger dragon cabinet is to focus on airflow. If you bring in air to the cabinet around the powermodule it will heat up and not cool the rest of the system effectively and as we all know heat rises.
So things you want to keep cool like your processor is as far away from the heat source as possible, chilled by air sucking in at the bottom of the cabinet (remember dust filter), and extracting air at the top by the power module. Larger passive cooling blocks also helps
