I'd need you to make a note of the time the hangs occur and run NirsoftEV again.
It could be a long process in trying to identify these though.
You could also try running the computer in Safe Mode with Networking and see how it performs.
Windows 10/11 Safe mode.

  • Open the Settings app by pressing the Windows key + I.
  • Click Update & Security and then Recovery.
  • Underneath Advanced startup, click Restart now.
  • The Choose an option screen appears.
  • Click Troubleshoot and then Advanced options.
  • Select Startup Settings and then Restart.
  • When your computer re-boots there will be various startup options listed.
  • Press F5 to start your computer in Safe Mode with Networking.

I cant find these options at all in Settings. I only have privacy & settings but still cant find inside

  • Click Update & Security and then Recovery.
  • Underneath Advanced startup, click Restart now.

These options also didnt appear. Its the UEFI menu option will appear like to format disk, cmd, etc etc.

  • When your computer re-boots there will be various startup options listed.
  • Press F5 to start your computer in Safe Mode with Networking.

This part is diffucult. I missed 2 times already. Its about 2-3sec. When moving mouse nearby button, it continues to load to desktop. Didnt have enough seconds to click restart. any other method via cmd perhaps?

That's odd.
I prefer the networking option, as I had a user who lost internet connectivity after using Safe Mode only.
Let's try a Clean Boot instead.
This is a fairly tedious process, but may enable us to identify the cause of the problem.

  • Press the Windows + R keys to open the Run window.
  • Then type msconfig and press Enter to open System Configuration utility.
  • Click Services and then select the Hide all Microsoft services checkbox.
  • Click Disable all.
  • Then select the Startup tab.
  • Click on Open Task Manager.
  • Select each enabled startup program and then click Disable.
  • Close the Task Manager.
  • Click OK in the System Configuration window.
  • Restart the computer.
  • If the computer runs ok , return to the Task Manager and enable each start up item one at a time to try and identify which, if any, is causing the issue.
  • Should the computer still run ok with all startup items re- enabled we will need to check the services next.
  • Return to Services and  turn on 5 services at a time . Reboot and then see if the problem returns.
  • Keep repeating this until you find a group of 5 services, that are causing this issue. Then check, one at a time, until you find which one is the culprit.
  • Leave this unchecked and report back on your findings.

Previously it was already in this state which means everything disabled/removed "hiding microsoft" but it still hangs. maybe can we try the same as the other machine method to delete something?

Event viewer logs (shows errors)
-Microsoft windows modern delopyment diagnostics provider managementservice (highest reports)
-Microsoft windows kernel event tracing/admin
-VSS Application
-Netbt system

also as you mentioned ""Event Names MoAppHang and APPCRASH should, I feel, be the ones to look at first.""

2) i tried via cmd safe mode option, success but when restarted computer it went direct into safe mode but no network available/no option either. not sure why.

This one is getting messy.
Did you restore the disabled services?
Are you still only able to boot into Safe Mode with no network access?
When you are in Safe Mode, is the computer more stable?

i did not restore any disabled services as even on disable mode its hanging.

safe mode yes able to access however no network access at all (via dell website or via cmd as per google)

in safe mode i did not venture much but it was semi stable but not to say very good. 1 of which i feel RAM is shortage due to 4gb memory only. hence unable to say smooth or not to be fair to you also

I suggest that you restore the disabled items to restore functionality on the items that depend on these services.
To get out of Safe Mode try this:
Press the Windows key + R.
In the Open box, type msconfig and then select OK.
Select the Boot tab.
Under Boot options, clear the Safe boot checkbox.
Can you now boot into normal mode?

Yes performance will never be good with only 4gb memory and increasing to 8gb would be a good step to take.
Would you like to try this before we move on?

1) yah able to boot into normal mode.
2) to upgrade to 8gb or above ram, would need to look into this very soon (which i would eventually).

However, it will take sometime. I will try during weekend if possible else it would be next week as this device is being used 9-6pm daily hence limited time to get the device. your time morning is my time night :) Just saying.

Meanwhile, we could proceed with next steps.

I suggest that we wait until Monday before doing too much more on this, until you have increased the memory. This will enable us to get more meaningful results.

In the meantime please run MiniToolBox again, as you did on the other computer, and post the log contents.
