Microsoft has released an emergency out-of-band (OOB) update for Windows Server 2019 that fixes a bug causing 0x800f0982 errors when attempting to install the May 2024 Patch Tuesday security updates.
As reported by BleepingComputer last week, many system administrators have reported that they could not install this month's Patch Tuesday security updates, receiving a 0x800f0982 when attempting to do so.
"Yep, 6 Windows Server 2019 (german) by different Costumers. All the same issue: error 0x800f0982," reported a Windows admin on Reddit.
"Spanish servers have the same problem," confirmed another admin.
Redmond publicly acknowledged the issue, stating, "This issue is more likely to affect devices that do not have the English (United States) language pack." However, they said it could also affect Windows servers when the English language pack is installed.
Today, Microsoft released the KB5039705 out-of-band (OOB) update for Windows Server 2019, resolving the errors when installing the May updates.
"This update addresses a known issue that is related to the English (United States) language pack. If your device does not have it, installing KB5037765 might fail," reads the KB5039705 support bulletin.
"The error code is 0x800f0982. But this issue might affect devices that do have that language pack. In that case, the error code is 0x80004005."
To fix this known issue, admins must download the OOB updates using Windows Update, WSUS, or the Microsoft Update Catalog and install them on affected servers.
After installing this OOB update and rebooting the server, Microsoft says the May 2024 Patch Tuesday security updates will install without errors.

hope Microsoft got things right this time with KB5039705, unlike the "broken" KB5037765 update they released several days ago, which that one failed to install on BOTH Server 2019 and LTSC 2019

I assume we can block this if all of our servers successfully installed KB5037765? Hate to have to patch everything again.

If your servers receive it as a recommended update, I think you should install it. Postpone to the next month update if installing is such a rassle right now.

@grantgardner: MS recommend to install the update on all machines, even with installed May security update. The reason: The broken update KB5037765 may cause another install error (maybe in future updates). I addressed it briefly within my blog post.

We have problems installing this OOB update on several Windows 2019 servers today. The servers keep booting Windows, we are waiting for hours now for these servers to come back online. Turning them off and on again does not help so far, these are all virtual servers on Hyper-V hosts.
We see different things:
- Getting Windows ready - Don't turn off your computer
- Working on updates - 30% complete - Don't turn off your computer
- Working on updates - 31% complete - Don't turn off your computer
- Working on updates - 44% complete - Don't turn off your computer
We now decided to just wait a few more hours, hopefully these servers come back up online.
Any tips are welcome.

This crap still fails... been fighting it for a bit now. Super annoying and only on one server. I don't get it.

I was still having trouble installing the KB5039705 OOB update on a Windows 10 1809 LTSC workstation, it would give me an 0x800f0982 error trying to install it. I ended up uninstalling the RSAT tools from the Apps & features > Optional features and the update went through finally. Scanning the CBS.log file in detail led me down this rabbit hole, and happy I made it out...
